Can a USER Add/ Edit their Documents?

Yes, 
A User can Add/ Edit Documents
To Add/ Edit the Documents:
Login to Employee Self-service portal
In Home -> Modules, Click on My profile,
Go to Documents
Where the Categorized Documents can be viewed 
Click on the Arrow against each document to view previously added details.
hover onto the Documents and Add/Edit Document
Add/ Edit the Document details in the side overlay.
Upload the files as specified in the fields of the document and submit.

Note: 
1. The Changes made by the user will be sent for approval according to the approval flow connected.
